President Biden Signs Rep. Caraveo's Bipartisan TRANQ Research Act into Law

(WASHINGTON, D.C) - Yesterday evening, President Biden signed into law H.R. 1734, the Testing, Rapid Analysis, and Narcotic Quality (TRANQ) Research Act, a bipartisan initiative led by Rep. Yadira Caraveo (D-CO) and Research & Technology Subcommittee Chairman Mike Collins (R-GA). This legislation, co-sponsored by Ranking Member Zoe Lofgren (D-CA), addresses the urgent need to combat the spread of novel synthetic opioids, including the dangerous drug xylazine.

The TRANQ Research Act directs the National Institute of Standards and Technology (NIST) to focus on advancing research for the detection, identification, and understanding of synthetic opioids and other emerging substances. The Act acknowledges the alarming increase in the usage of xylazine, a veterinary tranquilizer, which when mixed with opioids like fentanyl can result in severe health implications and challenges in overdose treatment.

"The enactment of the TRANQ Research Act marks a significant step in our fight against the opioid crisis," said Congresswoman Caraveo. "As a physician, I've witnessed the devastating impact of synthetic opioids in our communities. This law empowers us with the necessary tools and research capabilities to detect and combat these lethal substances, including the emerging threat of xylazine. I am deeply honored to have led this bipartisan effort and grateful for the support of my colleagues in passing my first piece of legislation."

"The signing of the TRANQ Research Act into law shows our dedication to working with our colleagues across the aisle to protect public health and safety,” said Ranking Member Zoe Lofgren. “The rise in the usage of narcotics like xylazine is of grave concern, and this bill will help equip first responders and policy makers with the science-based tools needed to address this crisis effectively. I applaud Congresswoman Caraveo for her commitment to making a meaningful difference since her first day in Congress. Her leadership and determination in tackling this crisis head-on is admirable."
